Hey is there any program which can delete HI (Hearing Impaired) directly from .sub's subtitles without needing to use ocr programs as subtitle edit to make an srt to delete HI ?

A .sub file contains the script as multiple images. So it wouldn't be possible to do that directly. Your .sub file have to be converted to text-based subtitles in the first step, then you can remove HI tags from the script.

Subtitle Edit have all you need for the job, good OCR, multiple scripts including HI converter.

But as ExplosiveSkull told you, you need to convert first as they are images with transparent alpha layer.
