I'm not very sure because No. 1 and 2 clues, but i'll try ROME.
(That is my conclusion after three days of "digging". But with Big S., you will never be absolutely sure :D)

P.S. for Big S. Where do you find these questions? (please, don't answer "from my mind !!!" ) Imagine that I was talking by myself, after I was read your clue :D . Ofcourse, that was the very first answer, but i was hopping at an extra clue, something like an unexpected "bonus" :D
